Following the election, Devlin is inaugurated for his second term as governor. Meanwhile, Glynn's marriage ends; Busmalis proposes to Norma; Beecher gets a new podmate, who happens to have known Keller on the outside; new inmate Burr Reading arrives and takes control of the African-American drug scene; and Chinese refugees head to Emerald City's common room for shelter.
